Frequent disasters and crises such as hurricanes, tsunamis and earthquakes now shape growth in the Caribbean. This remains a significant challenge to sustained growth and development in the Caribbean as it offsets years of progress and investment. Some analysts estimate that Caribbean Small Island Developing States (SIDS) spend as much as 20% of their GDP on coping with climate change. This Policy Brief defines a new approach that works more naturally to maximize resources and share benefits more equally across society, while also ensuring sustained development in the long-term. The authors also identify a number of ways to address the legacy of fragile and volatile structural features of resource dependent growth in the region.
